Governor Siminalayi Fubara has approved the promotion of civil servants across all cadres within the Rivers State Civil Service.
The approval was disclosed in a circular issued by the Rivers State Civil Service Commission and signed by the Permanent Secretary, James Enebeli.
The circular, titled “Call for Recommendation for Promotion,” directed Ministries, Departments, and Agencies, MDAs, to forward the names of officers eligible for promotion between January and July 2026 to the commission for consideration.
According to the commission, the exercise will cover officers on Grade Levels 07 to 15 who qualified within the period under review.
The commission also stated that officers who have retired, applied for retirement, or are currently facing disciplinary action should not be recommended for promotion.
It further directed that submissions must include the service particulars of affected officers alongside their scored Annual Performance Evaluation Report, APER, forms.
In addition, MDAs were instructed to submit both hard and electronic copies of promotion recommendations in the approved format. The commission specified that soft copies must be submitted in Microsoft Excel format using USB flash drives clearly bearing the names of the respective ministries.
The Civil Service Commission also advised ministries and extra ministerial departments to immediately commence internal promotion procedures for junior officers.
Permanent secretaries and heads of extra ministerial departments were further directed to personally sign all recommendation letters forwarded to the commission.
The commission fixed May 31, 2026, as the deadline for submission of promotion recommendations and warned that late submissions from defaulting MDAs would not be entertained.
According to the circular, the exercise received Governor Fubara’s approval to enable the commission conduct promotion interviews for eligible officers within the January to July 2025 and 2026 promotion period.
