ICPC files criminal charges against El-Rufai’s doctor over alleged false medical report
The Independent Corrupt Practices and Other Related Offences Commission, ICPC, has filed criminal charges against Dr. Bello Abubakar, a medical doctor to former Kaduna State Governor Nasir El-Rufai, over allegations of issuing a false medical report.
Dr. Abubakar, an oncology consultant at the National Hospital, Abuja, is facing a four count charge bordering on alleged forgery, abuse of office and providing false information in connection with a medical report reportedly used to support El-Rufai’s bail application.
According to court documents filed by the anti corruption agency, the doctor allegedly prepared a document titled “Medical Report and Expert Opinion for Urgent Medical Intervention” dated June 10, 2026.
The ICPC alleged that the report was presented before the Kaduna State High Court to support an application seeking El-Rufai’s release on health grounds, adding that the document contained false information intended to influence the court’s consideration of the bail request.
In the first count, the commission accused Dr. Abubakar of knowingly providing misleading information capable of influencing a public officer in the discharge of official duties.
The second charge alleged that the doctor abused his office by issuing the report despite allegedly knowing that its contents did not accurately reflect El-Rufai’s medical condition. Prosecutors claimed the action was intended to secure an advantage in the ongoing legal proceedings.
The anti corruption agency also alleged that Dr. Abubakar worked with one Aliyu Bala to produce information that was later relied upon in a further affidavit filed in support of El-Rufai’s bail application.
In the fourth count, the commission accused the medical consultant of presenting the report as though it had the approval of the National Hospital, Abuja, despite claims that the institution neither authorised nor endorsed the document.
As part of its case, the ICPC listed the Chief Medical Director of the National Hospital, Abuja, Dr. Raji Mahmud, among its key witnesses.
According to the commission, Mahmud is expected to testify that the report was issued without following the hospital’s established medical procedures and that it did not receive approval from the hospital’s management before it was allegedly used in court.
